Tightening this toilet seat screw. (Ed.)

I have a wonky toilet seat. Taken it apart.
I have this screw and nut ( photo attached). Can’t seem to screw the nut in to tighten it. Please help.

Take stainless steel cap off so you can hold screw while you tighten plastic nut

But it does not grip on the nut.

Got a photo of the other end, without the stainless cap on it? Is the thread in the plastic nut stripped?

Where’s the plastic or chrome wing nut that tightens it up? Has the thread gone on this (if plastic)?

I always bin the plastic rubbish that comes with those bolts. I use an M10 (I think) nut and a washer.
