tiling bathroom

Is it absolutely necessary to use universal bonding agent on the walls in the bathroom prior to tiling. I have the waterproof adhesive/grout.

the job i am doing is half existing tiles which i shall be removing this weekend and half which is at present papered. The walls are all plaster except for one small section which is plaster board/skimmed.
