Tiling on the cheap with paint or stick on tiles

I have an older bathroom where the tiles are just worn and look horrible. The floor tiles also look bad

on the tiles around the bath I really want to paint them white. Some YouTube videos show a great outcome so can this be done?
On the floor can I just stick vinyl tile squares on top of existing tiles.

We are doing this on a shoestring and I’m sick of having an older bathroom to get dressed in

I've always thought tile paint to be a huge mistake.....looks fine for a couple of weeks then - hmmmm
I'd prefer to tile on top of the existing tiles first, but even that can be a bit of a bodge.
As for the floor, you can vinyl over if the existing tiles are flat but if they aren't, expect the edges to lift pretty quickly. Maybe you could consider some cushion floor vinyl in one piece instead?
