I have recently moved to a new house where i have had the hot air heating system removed and a boiler and radiators system fitted it is a fairly exposed house with large windows.
my first winter quarter bill to me seemed very high
i have the heating coming on in the morn for a while then in the evening till around 10.30, due to the house getting very cold in the off periods in your opinions is it better to have the timer set constantly on, and switching off by the thermostat only.

Why not fit a programable thermostat? For example Honeywell CM67 allows for up to 6 seperate tempreture levels for each day.

the thermostat i have is a wireless one , will i need to wire the new one in

You can probably get a programmable replacement for your existing stst.
