I had the same problem, plaster didn't go down low enough for the new skirting after I removed the gigantic skirting boards from before. I just got some one coat plaster and did my best down to the level I needed. If you need a perfect finish you'd then get someone to reskim the whole wall after that.
I think we are misunderstand each other, the plaster is fine.
The problem i have is their is a gap about an inch between the floor and the wall how do i fill this?
i get an earthy smell coming out of the gap
the photo isn't clear at all, try crouching down so we can see better.
But if it's the floor that's too short, either fill it with foam as suggested, or extend/replace the floorboard so it meets the wall near enough, and put (back) any skirting that should be there. You can even silicone around the edge of the room if you want to use the lino? (laminate floor? not sure what flooring you have) as an air barrier.
