Using heat to bend a threaded bar to form a hook, should it be quenched or not ?

It won’t make any difference to the metal hardness (mild steel) so either quench or let it cool naturally.

I was thinking it would help reduce the likelihood of it bending back when under load but would make it more brittle

Low carbon steels are notoriously difficult to modify.....google ‘martensite structure’ if you’ve really nowt else to do.
Threaded bar / mild steel et al are all low carbon materials.

As Burnerman has said, threaded bar has a very low Carbon content, it cannot be hardened by quenching.

Knives and files are made from high Carbon steel, and are hardened by quenching (usually in Oil), then knives are tempered back to reduce brittleness.
