toilet cistern problem

when I flush water keeps filling up loudly doesn't overflow just water flowing, sometimes it doesn't flush. I have to turn the water off from the mains to stop the flow when I turn it after a day it's okay for maybe 2/3 flushes???

I have a close coupled suite. Can anyone help!!!

The overflow these days often is internal - ie water goes down the pan. So it's probably just the washer that needs changing.
Is it a Siphon type flush mechanism, or a tube affair in the middle of the cistern with push buttons...?
