Doubt it's the syphon more likey the fill valve.
Flush the toilet and hold the fill valve closed so it don't refill does it still make a noise ?

As above, if it was a syphon problem it would usually be a flushing issue. It could be the fill valve or even another valve not connected with the toilet. Check all valves and taps aswell.
