toilet related to hot water heater?

So we recently had a new hot water heater put in (Bradford White). While doing laundry my girlfriend noticed some water coming out of the pressure release vent on the side of the heater. We called the guy who put it in and he asked if we recently did any plumbing in the house. Well turns out we had a toilet fixed because we noticed it was running what seemed like all the time. After hearing this the water heater installer said immediatly that t his was the problem. That when we "fixed" the toilet we removed the pressure release mechanism that was in the toilet and that the toilet was supposed to be running like that, and now that it has been removed the hot water heater will vent out the pressure valve. Does this make sense to anyone? He suggested we get a pressure release tank which I have heard of and do think would work but does his explanation of the toilet seem right to anyone else?

ALOB if the heater is venting from water pressure a pressure reducing valve should be fitted by the installer.
Toilets do not run all the time if they did and you had a meter it would be called spending £1 not a penny everytime you flush from the water wasted.
Get him back in and sort his installation correctly.
