toilet seat bolt stuck

My toilet seat is broken (a crack in the middle). I tried to remove the old seat, but I am not able to turn the screw. I tried plenty of wd40 and penetrating oil, but it is still not moving at all. I read online that some suggested using a hacksaw, but there is no gap between the bolt/screw and the toilet (porcelain) for me to insert the hacksaw blade. Any advice would be very much appreciated.
