Toilet seat fittings on enclosed toilet

Hi all, I had a job where the toilet seat fittings had come loose. Easy I thought, but I cannot figure if they can be removed from the top. Given it’s a fully enclosed toilet bowl, I would normally see a release, cover & screw system. Both fittings were pointing the same way so the toilet seat just slid off. There is a bolt which sits within a channel on the cover which goes through a plastic bush. I have added a picture. I was thinking this was fitted before the toilet was connected? Any help appreciated. Cheers
