I've had this problem several times, that the flush mechanism doesn't always reseat properly, and water continues flowing into the pan. I've found I can usually fix this by putting a small lead weight on the closing plate, but this one still has a constant slight weep. OK, it's afew years old, but this should be a fix-and-forget component - especially since the whole point of the dual flush is to save water. I recall that the old-fashioned siphons were called, for good reason, Water Waste Preventers! Leaving the equivalent of a tap running all night soon outweighs a month's worth of dual flushes.
Is there a brand that will be reliable, that I can fit ang forget?

It sounds like you have some type of cable/bellows type flush valve that IS NOT a siphon.
The easiest remedy is to try to find a replacement flush valve of the same make, you can then replace it in situ by unscrewing it from its bayonet fitting in the bottom of the cistern.
Failing that, it's cistern off, and replace whole flush valve.
