does any body know if we have to get permision from the council to dig up
the garden and put a connection onto soil pipe so we can have a toilet put in the bathroom up stairs.

I have rang the council and you have to fill in a form, and send a cheque
for about £98

, why doesn't that surprise me. Then they call round
when the work is done to check it has been done ok.
