Toliet Help in Herts

Hi, i have given up trying to fix what i have been told is a 2 part syphon flush issue........

the 2 part button flush will not reset the flow on the toilet and so either i manually have to push back down the part that lets the flow of water into the bowl in the cistern once flushed..... or as i do now go directly into the cistern and manually pull up till flushed and then push back down to allow the water to fill...it seems to me that when the button is pressed it doesnt then allow this part to move back down stopping the flow of water into the bowl

im sure it is a simple fix but it's annoying me (as i cant find a way of removing it) so if there is anyone in the Herfordshire area that could give me a pointer or 2, or offer what it may cost to replace (and do it) i would be grateful
