If you are trying to perform a repair to an ash plaster wall, without stripping the whjole thing back to the brick, then tease out all the loose plaster and before you try to fill it, spray the remaining surface of the exposed plaster with hairspray, it binds it all together and gives a much better surface for the filler, plaster to adhere too.
