Topping up insulation

The fibre glass insulation in my loft isn\\\'t the required thickness. Should this be removed or is it OK to add a further layer? If it doesn\\\'t need to be removed is it OK to add loose fill on top?

I have read that electricity cables should not be covered by insulation because of a possible fire risk. Any comments on this please?

Over here in North America people add insulation over top of insulation all the time.

But I don't know if there's any peculiarity with British insulation that would preclude you from doing that.
