Torbeck vertical filling valve problem

The toilet started filling slowly - about 5 minutes to fill.
I cleaned it all but it looked ok really.
I put it back together and it worked first time.
However the second flush was slow, and I noticed some of the water was jetting
where the float arm joins the valve.
It only stops if you close the float arm.

Any advice would be most appreciated.

Perhaps I've been lucky but I've not had a failure of a Torbeck valve diaphragm. Rather, it's been the tiny seal of the pilot valve which has suffered wear, or dirt in the pilot valve has prevented it closing fully (which in turn prevents the diaphragm valve closing).
Spare diaphragms are easy to come by, but I'm not aware that pilot seals are available either alone or with a diaphragm.
