once the popped area of ceiling has been secured, either with another nail or screw, i mix a little skim and apply it to the affected area. this has to be done with patience as to allow the plaster to go off.
a p&d will probably use a dense filler, which he will sand down once set or gone off.
But, if the heads have popped because they are too near the surface, then tap them in a bit before filling.
If the heads have popped because the board has moved and is not firm, or if the floor or partion will flex further, then it is important to secure it before filling
