Towel Rad not as hot as rest of system

Evening all,

I've just installed a 3.5kbtu towel radiator with a summer warming kit.

Whilst the rad gets hot, it doesn't get nearly as hot as the other rads in the house. However, the incoming tail is just as hot, the exhaust tail much cooler.

I've bled the system which has been recently cleaned, descaled and inhibited.

Are my expectations too high or is this the norm?

They don't seem to get as hot due to less surface area and gaps between the bars.

Could try balancing to see if that helps, deatails in reference section above.
