Towel rail installation

Installing a towel rail but the valves are 15mm and the pipe work is 10mm.Can i use a reducer from 15mm to 10mm instead of returning the valves for 10mm?

Yes thats fine, if by reducers you mean seperate fittings then i'd advise using a reducing set which goes inside the valve and makes things look neater.
