My flat mate had a bit of an accident earlier. She slipped on the floor and fell against our towel rail which has burnt her back really badly. We live in a flat where the hot water is supplied from a comunial boiler. Since we lived here the rads have always been extremly. We fitted a towel rail in the bathroom which has a valve on both pipes but not a stat type. It did turn the water on and off, but now it doesn't fully switch off. Is there a thermostat type valve that can be fitted to a towel rail that is fed from the central heating? thanks

A TRV won't alter the temperature of the towel rail, because the water entering it will be at the same temperature as before.
If you can't hang towels on it to make it safer, then install a guard so that bare skin can't come into contact with it.

as stated a trv won't alter the temp of the water going round the rad.
but just stop the rad getting hot when room at temp.
Throttling down the lockshield valve should reduce the temperature of the towel rail.
You may find the rail reaches an acceptable temperature with the lockshield virtually closed.
Of course you may then find the bathroom is too cold if the rail is the only source of heating in there.
