TRVs and Lockshields

If I have a fully pumped system and trvs on all the rads, should the lockshield valves be fully open so that all control is done by the TRVs or ???

NO.
The system must still be balanced.
There should also normally be one rad without a TRV, in te room where the wall thermostat is.
