fitting therms on all rads. is now the recommended method from the powers that be. It is achieved by using an automatic bypass valve. However as chris says it all depends. If you have a solid fuel boiler for example it could be difficult to achieve safely.
i am not a plumber but is it not true to say fit trv on all rads except one which will act as a by pass (that is what we have except bathroom which has no trv)
There can be no argument as to how it should be done. Part L of Building Regs 2002 (Energy Efficiency C&G) says TRV on all rads except where roomstat is to create 'boiler interlock' AND an auto bypass (which may be in the boiler, eg in combi).
