Hi we live in 3 story house and have noticed a damp spot on the ceiling in one of the middle floor bedrooms it actually dripped water lastnight in heavy rain,can anyone identify this plastic cover on the roof and what it’s contacted to? And could this be the source of the leak running down the inside wall and along the rafter

I’ve no idea it’s 3 stories high and my ladder won’t reach,there’s one on each end of house

It’s a tiny loft because it’s 3 stories high,the problem is the leak is on the 2nd floor,it rained again today and no leak yet
