Tweaking Desk-top Icons

Is there some gear that would enable me to slightly alter an existing desk-top icon for future use.
I have Photoshop

there is also an old photoshop plugin (v3+) that allows direct edit of icons:

not sure if suits you. (.ico only editor btw)
