Two flats to one house - Part L compliance

Hi, I'm in the process of converting two flats in a Victorian Terrace back into an original house (the house was originally split into the two flats in the early 1980s). It should all be very simple (there is no external works and no internal structural works) however Building Control advise that it constitutes a change of use and therefore requires BC approval. This is all fine, however they have said for Part L compliance the building fabric needs to be compliant with current standards.

Correct me if I'm wrong, but I think it's Part L1B that is important (not L1A new build) and surely only applies to any new works I do, such as new walls or windows etc? Any help would be greatly appreciated. (For info, I've taken out the upstairs kitchen and boiler, and had the whole house plumbed up to a new combi boiler - this should help!)
