Ugly old extractor fan

We are replacing kitchen units and on the wall is a pull cord extractor fan right where I was going to put a cupboard. Are we allowed to block this off if we have a cooker hood and if so would hood need to be vented outside? If we need to keep it is it possible to raise the height or relocate to ceiling?

If you are refurbishing a kitchen or bathroom, you will need to ensure that any existing extract ventilation is retained or replaced. If there is no existing ventilation system, you need not provide one (though you can if you wish).

The recirculating hood is not a suitable replacement for actual extraction to the outside.
 
A cooker hood that does not extract is just an expensive ornament.

Ok so what is the solution if I want to use that space?
 
The solution is to form a duct from the hood to that penetration, and cut a bit out of the carcasses to suit.

...or use a smaller carcass so that there is a gap between carcass and the hole, using flat ducting and a two 90 degree bends so the ducting runs over the top of the cupboards, then down and out of the hole.

You'd lose a few inches of cupboard space, but at least the full interior of the cupboard can be used.
