As you can see I have had some Pipework removed from a room and the outside wall looks horrific. Any ideas on what needs to be done to fix it? Would painting cover this or would it need re rendered? I would be getting a pro out as I don't know about this kind of stuff!

Any sander (but best with a belt sander) will do to sand smooth the patches, and remove all stain splashes.
Then make good any remaining blemishes in the render and re-sand.
Then paint the whole wall with masonry paint.

FWIW: the render needs cutting back about 150mm from ground contact.

and how come you dont have a proper yard gulley - has the concrete surround been raised too high?
