Underfloor heating flow not getting hot

Hi all looking for a bit of help with my UFH
I have a three zone system downstairs covering about 35m² and radiators upstairs on a separate hive system
There are two two port valves installed. One just after a tee going upstairs for the rads and another for the in the UFH cabinet.

It's all wired up and working with the stats opening the correct valves and calling the boiler for heat. Only issue is the flow pipe to the UFH system is stone cold. The flow pipe from the boiler comes into the house (22mm) and tees upstairs and downstairs. The feed upstairs is hot to touch but about 1 metre down where it converts into 15mm it's absolutely stone cold. I can't quite work out why it's not feeding hot water to the UFH pump.
The pulp definitely comes on and I've currently got it running on high to circulate all of the water around the system.
Does anyone have any ideas what the problem could be?
 
New system and in the process of commissioning it. I've completely bled all of the circuits a month ago or so
Would it be worth doing it again?
 
Hope this is useful. Photo taken with the system off. Was told my the guys at Heatmiser to open the flows up and the mixer temp gauge fully open to start with then to adjust it once the system starts to heat up and circulate

I'm one of those people
I literally grabbed it out of the box and chucked it in with the fixings already on. Lesson learned check everything
