Underfloor heating in Utility room problem

i am having an issue with the ufh in my utility. When i walk from kitchen to utility i can instantly feel under my feet the drop in temp to the cold tiles in the utility so much so that i wonder is it even on. Below find a pic i took LAST YEAR using a thermal gun, Also see the ufc layout from the company. Attached find a pic of the flow meters on the manifold. the flows look okay imo. The flow meter to the right as one looks at the pic is for the utility room.

1)does it matter that in the drawing the loops are going horizontally but the pic I took shows the loops going vertically? do the space between loops look enough and not too spaced out?
2) is there anything from any of the 3 pics that is concerning?

You are showing a flowrate of ~ 0.85LPM on that far right loop
If the manifold dT is, as designed, 6.7C, then that loop will emit 0.85*60*6.7/860, 0.397kw or 397watts (design 301watts), have you measured the actual return pipe temperature where that loop returns into the manifold (and also measure the flow manifold temperature), you can do your own calcs (which you probably know anyway)..... kw = LPMX60*dT/860. Cant comment on Loop spacing.
 
@johnth thanks. I know v little.

So you recommend using the gun and point at the flow and return and get the temps from there as a starting point ?

I just doesn't feel warm under feet
