Underfloor heating/insulation/floor height

Have just finished tiling the hall floor and we're so pleased we now want to tile the living room floor. Am thinking underfloor heating might be in order just to take the edge off the cold tiles but I can't see a way of avoiding a noticeable step up from the hallway as from what I've read you should use insulation boards which are 10mm (plus adhesive etc).

In the hall we used 25mm ply over the joists with a 9mm tile. The floorboards are not great in the living room so I would look to get them up. I suspect you'll say I shouldn't use a thinner ply substrate so are there any products that would minimise the floor height, for example could I fix insulation between the joists under the plywood? Thanks
