Underground water meter

Hey I am wanting to install a water meter underground on the incoming supply to a new house, just after the boundary stop tap. Due to how close I can get the meter to the stop tap, due to the require fittings they will likely need separate access points. Is this usual practice? Sure I've seen them before with a stop valve on the meter itself.

Why are you fitting the meter. It's normally the water undertaking that fit them and they use a waterfit which has the stop tap built in.
 
Can you not fit a standard water meter underground? They have just supplied to the boundary stop tap.

Yorkshire water have just installed a water meter at my parents house.

They left the stop tap in the pavement as it is, and fitted the meter in the garden about 500mm after the stop tap.
