Understairs cupboard approval

Hi all, my 2017 "new" build has a downstairs toilet next/under the top third of a winder staircase, with the lower two thirds left as a void behind a plasterboard stud wall. There's a decent amount of void space for a storage cupboard behind there. See pic below, green is where the door for the cupboard is going.

At first I was just going to put a hatch in the plasterboard for some access, but once I'd poked my head through and seen how much room there was the brain started ticking over about a bigger door and before you know it I'm adding extra supports to the steps to future proof against creaking and putting fire resistant plasterboard around the walls.

But I'm now close to a "first fix" and increasingly wonder, am I going to need building control sign off or not?

After googling and searching the forum here it doesn't seem obvious that it needs approving and feel like i'm overthinking things.
I'd read about using fire resistant board around stairs but then I've just read as the upstairs all have escapable windows even that's not necessary.

Any thoughts much appreciated, thanks.

Is it a two storey house or three storey?
