Official Announcement:

The British Government today announced that it is changing its emblem from a Union Jack to a CONDOM because it more accurately reflects the government's political stance. A condom allows for inflation, halts production, destroys the next generation, protects a bunch of p - ricks, and gives you a sense of security while you're actually being screwed.

The exact origin of the name is unclear, so calling it by either name is perfectly acceptable.

During my 12 years with HM forces it was referred to as the union jack never flag.
