And its not the plumbing :D
We have bought a flat and in the hallway just by the door where you come in there is an unpleasant smell. I can only describe it as something like a public toilet. To the point where i thought maybe the previous owners or evicted tennants? had used it as such as a going away present.
However i have had the carpets cleaned very very thoroughly but to no avail.

What i now think it might be is the glue that was used to hold the carpet down to the concrete floor. The floor smells of it too and has a sticky surface feel which if you rub it leaves the smell on your fingers. I know nice! The floor is not wet or damp just sticky.

So any one got any advice as to how i can lift the sticky stuff off the floor and any other ideas as to what the smell might be.

Thanks

I moved into a council house with the same problem. It Stank. It was a Shytehole. even now it is below standard and it would be condemned if the council was to inspect it properly, but we took it on 'cos it has a lot of prospect once cleaned up.

However, to your problem...

To a degree it helps to regularly steam the walls floors and ceilings.

Carbonated soda is good, so is industrial strength cleaning solutions (you can buy it from trade outlets that sell cleaning equipment to that market - just use with care).

Our previous tenants left us with (non) wonderful gifts like - urine soaked walls and floors - allegedly from his six or seven dogs. Fecal matter trodden into the floorboards and gaps under skirting boards.

We found Sanitary Towels wedged into the toilet outlet and soil stack.

Kitchen sink outlet full of (well you get my drift). It has taken me 18 months to get it habitable, now I have to get it ready to turn into a home.

The sticky stuff can be removed with the steamer and a bottle of the stuff that you use to remove sticky stuff from clothes. Just keep the doors and windows open as it is very potent stuff.

Best of luck with your home.
