Hi, Had a bedroom decorated about 8 years ago by a decorator before we moved in. He said at the time that the emulsion kept bubbling up when applied, so gave up and papered the wall then put standard emulsion over the top. The paper is pealing in places and its time to redecorate and I would like to strip the paper off (not a fan of the pealing) and go back to a painted surface. I've removed a small section of the paper and the painted surface underneath does feel hard/shiny if that makes sense. The question is... What could be the issue (house built in 1978) and once I've removed the paper, what can I apply to the surface to make it sound for standard emulsion to adhere to? Thanks
