no. main heat exchanger is bigger which is the one that determines the output not the secondary. The 28kw has a bigger chassis and combustion components as well. If you put a secondary heat exchanger from a 28kw onto a 24kw then the main heat exchanger would only supply it with 24kw.
ok, seems strange sometimes cause only difference between some boliers is the size of the sec heat exch, such as the 24i junior and the 28i junior.(worc bosch)
