Is it possible to lay reclaimed parquet blocks upside down and then sand/plane them to a quality finish? I'm not sure if the 'tar' would clog up the sander or if the underside of the blocks are the same quality of finish.

If you just scrape off any big bits, you can get adhesive that's compatible with bitumen, nowadays. Or so the internet says; I haven't done this, yet, although I do have bags of reclaimed parquet in the shed, waiting for a room to put them in
