upvc door loose not fitted correctly?

Hi all

I had a upvc door fitted a while ago and have always had issues with wind noise the company came back and adjusted the door but its no better

today I took alook at the door and have noticed the frame is loose on the bottom right hand corner and for some reason there are screws in the sill itself

I have attached pictures you can see the gap on the frame before and after also I thought the frame should be fitted from the sides and I can't see why there are screws in the bottom frame which are clearly visible in the photo
am I correct in saying this hasn't been fitted correctly ??
