uPVC french door will not shut (one leaf)

Have read posts on adjusting hinges, have tried allen key, our hinges have allen key socket in the two pins (one goes in the top of the hinge, another up from underneath), also two allen screws in the side.

I need to get the door to come up a fraction to clear the bottom frame, also tilt a little.

Grateful if someone can point me in right direction, can usually work things out, but stuck this time, and a security risk!
