Use an indirect cylinder for emersion only

I'm planning on changing a combined tank in my flat to an unvented system
I can get a bargain on an unvented cylinder but I've only got economy 7 electrical heating.
It's only a small tank 125lt & they usually only come with 1 heating element.
Can I use the indirect and cap off the heating coils.

Unfortunately, you can't do anything. They require pressure relief facilities and expansion vessels to be fitted to them. If installed incorrectly an unvented system can become an excellent bomb. So it is illegal to install one unless you are certified to do so. The Local Authority Building Control must also be informed.
 
But an unvented cylinder with an indirect heating coil can be used for electric heating only.

No need to connect anything to the heating coil.

It is just that you cannot do it yourself!

I know about the dangers with unvented systems & the certification required.
I won't be fitting it.
