Using blue circle premixed concrete and how to set something in it

Hi all,

I've bought some ground stops for the drop bolts of a wooden gate to secure into. The bolts will drop into these cylindrical tubes which I plan to set in concrete in the ground. I've bought blue circle quick set concrete 30mins which it says to pour and then sprinkle with water. What I had envisaged doing was mixing the powdered concrete with water in a bucket, pouring this into the hole then pushing the ground stops into it then smoothing over. Anyone used this stuff like this before? Otherwise I do what they say, pour the powder out, stick the ground stops into that then sprinkle with water? It also says the max depth of concrete can only be 50mm, is this to ensure it sets? That doesn't seem particularly thick to me, as my ground stops are 160mm long.

Pour in dry use a stick to work it into every crevice dry mix will do this better than wet.
wet it and them give it another go with the stick, WORK FAST!

Ok thanks. I just don't get this method though, why is it better to wet the surface surely it would be better to mix out of the hole then pour in but you can't do this as they don't tell you how much water to add (w/v). At what point do the ground stops go in after the water has gone on and stirred?
