Using epoxy putty to repair holes in wall for drilling

Just fill the hole with gripfill, push the plug in, and let it set overnight. It's cheap (pretty much free if you happen to have some.. other such adhesives will likely suit if they're thick), and will hold a reasonable amount of weight.
 
Or get some resin anchor, comes in a tube like silicone and costs about £4, sets solid in around an hour

They both look to be pretty much the same thing to me.
It all depends on what you are attempting to "hang", if you go with the resin you'll be able to pretty much hold anything, but it's meant to be used to fix an anchor or dowel rather than to fill a hole and then be drilled into.
