Vaillant EcoTec Pro 28: F.22 warning (low pressure), but no filling loop

help i have no hot water or heating ): ive turned them valves and have heard nothing /nor is the pressure going up.
any idea what to do??

Show us some better pictures of the pipework beneath the boiler.
The valves you show in the first picture, are simply isolation valves; enabling the magnetic filter to be cleaned.

What is the white handle ( just partially visible in original pics) ?

ive no clue what any of this is, my heating and water just went the other day, im in student housing and phoned landlord about it and they haven’t sent anyone out and need the hot water back on
 
The 2 white knobs on either end of the flexible hose is the filling loop . Turn both knobs anticlockwise to increase pressure. Close them both fully when pressure reaches 1 bar.
 
Your condensate ( which is slight acidic) is leaking from its pipework. You should advise your landlord of this before more damage is caused ,as already visible in your pics.
