Vapour control layer cannot help with this?

So I have an outbuilding I inherited after taking over the property , was built 5 years ago. It is at the back garden and used as an office/ gym.
Noticed a severe musky smell and the floorboards were dipping when walking. Had to strip the floor boards- I found moisture damage under the vinyl of the laminate flooring, and this spread to the underlying plywood causing it to rot.
no insulation at all underneath, no ventilation bottom side of the floor boards had black and white mould growths.
So I am gutting it all out, have a look at the pic attached, there is no underfloor ventilation, I will be shortly sorting this with telescopic vents placed in a few places.

It is a suspended timber floor above a sound, moisture free concrete base (have scrutinized it over and over!). I am thinking of putting celotex boards with a VCL above it with either plywood or OEB boards. If the VCL is going to be covered by the floorboards, how can any moisture/ vapour get through the VCL? I cant seem to get my head round that bit, also if i install laminate over the ply, that blocks the vapour movement further? any suggestions?

Look up the skillbuilder channel on YouTube.
Videos about airtight buildings. Adding Floor insulation in old buildings. Humidity and mould ect. You need to be all over that channel.
