Varnish and Sugar Soap Wipes

Want to give 2 indoor window frames a fresh coat of varnish but am unsure about preparation. Should I use sugar soap to clean first or just use glass paper or what?

How do I prepare surfsce for a second coat?

When it's hard give a very light sand or better still wire wool to take the 'nibs' off then go again.
