Velux Foam/Sponge Issue

A foam/sponge bar on my extension has dropped down at one side.

I think this is ventilation flap foam or air filter. My window cleaner puts it back in place, but then it drops down again days later.

I thought this might be an issue with the pitched roof leaking then soaking the sponge with water, causing it to drop with the weight. However, looking at the window from my back bedroom, it looks like the foam/sponge is separate and raised from the roofing tiles (it is opposite the opening handle). You can just about see some of the foam/sponge in the roof photo.

What could be causing this?

That's where the gap is for a exterior velux blind. I fitted to all my velux windows. I never seen any foam? Could that be packaging in the blind gap?
 
Its the insect foam/mesh to stop insects getting in when the vent bar is open. Just needs fitting back in correctly.
 
Underneath part 6 there is a foam strip which is glued on in the factory, your has become unstuck.
