Venetian blinds and uPVC window surround

Advice sought.
We are putting Venetian blinds up on kitchen window. The surround is uPVC. The wall is completely hollow , so a normal rawlplug won't work. Anyone know if those "hollow wall fixings" used for fixing things to plasterboard would work? I'm not sure if the uPVC will be strong enough.
