Are intermediary floor joists to have fresh air circulation ? I am wondering how this fits in with improving thermal performance vs allowing moisture to escape.

In some cases, draughts get in, maybe where joists go into openings in the brickwork, sometimes from a bay window roof, and blow up through the gap under the skirting. You can block them by packing mineral wool (loft insulation) between the joists, especially round the edges of the room.
There is no need to add air circulation between habitable rooms, though I think it is wise go leave the void empty under bathroom floors, where water will sometimes splash or overflow.
