voltage at switched off mcb

i have a cooker circuit that when switched off at the mcb , still shows a voltage with my volt stick. i put my megger on it and it shows a voltage of about 40 volts. I dont need to use this cable cz there are 2 cooker circuits. Any ideas as to why i am getting a voltage? Could it be a faulty mcb?

try this:

wear a jumper, rub volt stick on your arm, lights up doesnt it.

good for entertainment value

lights up without a jumper
 
I didnt know that. I threw mine a way when i found out you can do that, and of course, i was wearing a jumper

Volt sticks - good for fixing mains xmas tree lights too.
Could it be your megger is a high impedance voltage meter?
What happens if you connect a low impedance across L&N say by using a test lamp and then measuring the voltage again with the megger?
